Glossary

Agencies

ACOE (Army Corps of Engineers, “Army Corps” or “The Corps”):

A federal agency responsible for public engineering and sometimes environmental permits for pipelines.Often a 404 permit is needed from them to discharge from a pipeline or pipeline construction into waterways.

CAA (Clean Air Act)

A U.S. federal law designed to control air pollution on a national level. Pipeline-related compressor stations sometimes need this permit.

CWA (Clean Water Act):

A U.S. federal law regulating the discharge of pollutants into U.S. waters. Pipelines often need to get a 401 permit to discharge into waterways.

DOE (Department of Energy):

A federal department responsible for administering energy policy, overseeing energy resources, is responsible for assessing if domestic natural gas can be authorized for export as liquefied natural gas (LNG) to non-Free Trade Agreement (FTA) countries. Export to FTA countries is automatic.

FERC (Federal Energy Regulatory Commission) (“ferk”) :

A U.S. government agency that regulates interstate transmission of electricity, natural gas, and oil, overseeing pipeline projects and LNG terminals. They also  conduct environmental reviews of  major pipeline projects.

NEPA (National Environmental Policy Act) (“NEE-pa”):

A U.S. law requiring federal agencies to assess environmental effects of their actions and prepare Environmental Impact Statements for major projects.

NRDC (Natural Resources Defense Council):

is a United States–based 501 non-profit international environmental advocacy group, with its headquarters in New York City and offices in Washington D.C., San Francisco, Los Angeles, Chicago, Bozeman, India, and Beijing.

NWP 12 (Nationwide Permit 12):

Authorizes activities related to the construction, maintenance, repair, and removal of utility lines, including pipelines. This is a blanket permit 404 that does not require much oversight of the project.

PHMSA (Pipeline and Hazardous Materials Safety Administration) (“FIM-za”):

An agency within the U.S. Department of Transportation overseeing the safety of pipelines and hazardous materials transportation.

ROW (Right of Way):

A strip of land that may contain one or more pipelines, allowing for their construction and maintenance. Also known as the route or pipeline route.

Non-Profit Groups

350.org:

A global grassroots movement addressing climate change by mobilizing communities to reduce atmospheric CO2 levels to a safe 350 parts per million. Started by Bill McKibben.

APPAL MAD (Appalachian Mountain Advocates):

Focused on protecting the Appalachian region’s environment and communities through legal advocacy and grassroots activism.

Appalachian Voices (AppVoices):

Protects the Appalachian region’s environment and communities through advocacy and education. Working against the MVP Southgate and SSEP projects.

Better Brazoria:

A community organization improving environmental and social conditions in Brazoria County, Texas.

Beyond Petrochemicals:

Their mission is to block the expansion of petrochemical plants in communities across the U.S.

BREDL (Blue Ridge Environmental Defense League):

A grassroots organization protecting the environment in the Blue Ridge region through advocacy and education.

Carrizo Comecrudo Tribe (CC):

Is a cultural heritage organization of individuals who identify as descendants of the Comecrudo people. Led by Juan Mancias.

COGO: Center for Oil and Gas Organizing:

Strengthens and supports community engagement in the Federal energy permitting and regulatory processes and amplifies public awareness.

Climate Justice Texas:

An East-Texas based organization centered around fostering environmental conservation education & innovation for a new generation.

EDF (Environmental Defense Fund):

A nonprofit organization aiming to preserve natural systems through science, economics, and law, focusing on climate change and energy policy.

EIP: Environmental Integrity Project:

a nonpartisan, nonprofit watchdog organization that advocates for effective enforcement of environmental laws.

EJ (Earthjustice):

A nonprofit environmental law organization protecting public health and the environment through legal advocacy.

Fractracker:

Provides data and analysis on the impacts of oil and gas extraction, especially hydraulic fracturing. Provides detailed maps of pipeline routes and nearby facilities like schools, nursing homes, and hospitals.

Habitat Recovery Project:

An initiative aimed at restoring natural habitats and promoting biodiversity conservation. Focused on fighting the De La Express pipeline which would end in Louisiana.

IEEFA (Institute for Energy Economics and Financial Analysis):

The Institute examines issues related to energy markets, trends, and policies. The Institute’s mission is to accelerate the transition to a diverse, sustainable and profitable energy economy.

Micah 6:8:

Committed to social justice and community development, guided by compassion, justice, and humility. Involved in fighting pipelines and other dangerous dirty energy infrastructure that harms the community.

NoSSEP.org:

A campaign opposing the Southeast Supply Enhancement Project, advocating against new pipeline construction.

Pipeline Safety Trust (PST):

The Pipeline Safety Trust was created after the Olympic Pipeline tragedy in Bellingham, Washington in 1999. They work on the safety of pipelines.

Port Arthur Community Action Network (“PACAN”):

is an environmental justice advocacy and community development organization in Texas led by John Beard.

PRPC (Property Rights and Pipeline Center) (“P-R-P-C”):

Advocates for property rights in the context of pipeline construction and supports and organizes communities facing pipeline projects.

Rise St. James:

A grassroots faith-based organization fighting for environmental justice opposing the expansion of petrochemical factories in St. James Parish, Louisiana.

SRK (Savannah Riverkeeper):

Dedicated to protecting the Savannah River and its watershed through advocacy and education.

SCEJ (South Carolina Energy Justice):

Advocates for equitable energy policies in South Carolina, focusing on marginalized communities.

SELC (Southern Environmental Law Center) (”S-E-L-C”):

Protects the environment of the Southeastern U.S. through legal advocacy and policy work.

7DS (Seven Directions of Service):

Indigenous-led org that promotes social and environmental justice through community service and advocacy. Organizing against the SSEP and T15 projects in North Carolina.

SFGa (Science for Georgia):

Promotes science-based solutions to environmental and social issues in Georgia. Watching closely the issue of data centers as energy hogs.

SC: Sierra Club:

A national organization promoting clean energy, protecting public lands, and combating climate change through grassroots activism.

Southern Alliance for Clean Energy (SACE):

Promotes clean energy solutions in the Southeastern U.S. to reduce reliance on fossil fuels.

SS (Swallowtail Solutions):

A consultancy providing strategic solutions for environmental and sustainability challenges.

Third Act:

Engages older adults in the fight against climate change, advocating for sustainable policies. Founded by Bill McKibben.

Upstate Forever:

Focused on protecting natural resources and historic places in Upstate South Carolina.

Wild Virginia (WVA):

a non-profit organization dedicated to protecting and connecting Virginia's wild lands and waters.

Pipeline Projects

CP2 (Calcasieu Parish 2 pipeline and LNG export facility):

A Venture Global pipeline project in Louisiana associated with LNG exportation.

DELA (De La Express Pipeline):

A Moss Lake Partners project spanning Texas and going into Louisiana for the transportation of natural gas and resources.

Rio Grande LNG:

An Enbridge project for  liquefied natural gas export in Texas aimed at exporting LNG to international markets.

Riverneck to Kingsbridge

A Dominion pipeline project located in Florence County, South Carolina.

Saguaro Connector Pipeline:

A Oneok project in West Texas for transporting natural gas from the Waha hub to a pipeline in Mexico for export to Asian countries.

SSEP (Southeast Supply Enhancement Project):

A Williams Co. Transco project involving new pipeline construction in Virginia and North Carolina, and compressor station work in South Carolina, and Georgia. See NoSSEP.org, above.

T15 (Dominion’s T15 Reliability Project):

A pipeline project by Dominion Energy that would go from Eden, NC to Roxboro, NC.
